What is Peninsula Area Public Access?

On September 1, 2015, Port Angeles City Council voted 6-0 to enter an agreement with Peninsula Area Public Access (PAPA) to provide programming for public access television channels to be available to Wave Cable subscribers throughout Clallam County. This agreement was extended by an additional 5 years on August 1, 2017 by a city council vote of 7-0.  The city council would ultimately vote unanimously to work with PAPA as their “Preferred Public Access Provider” through 2023.  Our broadcast studio is located at 215 S. Lincoln St., Port Angeles, WA.

What is Public Access Television?

Public-access television is traditionally a form of non-commercial mass media where the general public can create content television programming which is narrowcast through cable TV specialty channels. Public-access television was created in the United States between 1969 and 1971 by the Federal Communications Commission (FCC)…  Public-access television is often grouped with public, educational, and government access television channels, by the acronym PEG. Peninsula Area Public Access broadcasts programming on Channel 21 to Wave Cable Subscribers in Clallam County and to the worldwide online community via our website & social media (YouTube, Facebook, etc.)

Peninsula Area Public Access has been established as a non-profit organization (501c-3) with the IRS to fulfill the longstanding franchise agreement between WAVE Cable and the city of Port Angeles (and greater Olympic Peninsula)…


PAPA programming is available on Wave Cable Channel 21, Wave Cable Channel 120, papaonline.tv, Android, Apple iOS, Roku, Apple TV, and Amazon Fire TV. We can also be found on YouTube, Twitter, and Facebook!
